Hiway Stabilizers bring a potent blend of practical and technical capabilities. Innovative techniques to develop exceptional pavement designs and/or treatment options can be conceived, modelled and designed with Hiway Stabilizers team of In-house design specialists lead by the group's Technical Manager, Allen Browne. Alternatively feasibility reports can be prepared outlining various design and treatment options with sufficient data to permit the client to make an informed  design or treatment selection decision.
This team includes members of professional groups such as IPENZ, NZIQS, REAAA, SESOC, NZGS and Roading New Zealand amongst others, which expands the company's technical and design expertise.

Allen, [CPEng, MIPENZ (Civil, Geotech), BE (Hons), MEngSt (Civil), NZCE (Civil)]  has vast professional experience in many facets of Civil Engineering.  He initially obtained materials experience as a geologist working in the Ministry of Works Engineering Laboratory, then after further study obtained significant design experience as a consultant in his previous position as a senior Geotechnical and Pavements Engineer with Opus International Consultants. For the last 4 years, Allen has sat on the RNZ Pavements Committee while being active in several industry working groups (including the National Pavement Technical Group, Stabilising Working Group and Aggregates inventory Working Group) while chairing the RNZ Pavements and Asphalts Committee - Asphalt Working Group. 

Hiway Stabilizers has extensive Pavement Engineering expertise relating to 20 years experience in construction, investigation, assessment & design to Austroads / NZTA specifications using design software (such as CIRCLY and heavy duty pavement design software). Hiways specialise in area's such as, conventional pavement design, insitu and ex-situ stabilising (for all treatment options including foamed bitumen), heavy duty port and industrial platforms, asphaltic concrete, highway rehabilitations, overlays, maintenance and surfacing materials.

Allen and his team also undertake high level pavement review work for various Consultanting Engineers (including Beca, Opus and Bartley Consultants) where a variety of  Road Reconstruction and Pavement Rehabilitation designs (inclusive of whole of life costs) are review and evaluated.
